It looks like it's going backward because of the low framerate of the video.

The video skips frames so you're missing the constant motion. The framerate is coincidentally perfect so that each frame from the last shows the wheel rotating enough to appear is if the same tread went backward, but it's actually a previous tread appearing just behind it.
