Those are the elevation and windage zeros for 200, 300 and 600 yards. For example 2R= U8- R2. (200 rapid, Up 8 clicks, Right two clicks from mechanical zero.

Highpower service/match rifle is a dang great shooting discipline. It really measures one's marksmanship skills. I switched from benchrest shooting to HP three years ago and I never looked back. If you can accurately shoot a target 600 yards away without scope and without bipod and without sitting comfortably on a bench, then you can truly call yourself an American Rifleman.
