The invasions of the capital cities of Azeroth was apart of the Lich King's strategy to wipe out his enemies. He was anticipating the attack on Northrend, thats why the Alliance and the Horde were able to land without resistance.

The real battle began when both sides started fighting on the frozen continent itself: Similar to Arthas' own expedition.
