If U mean Tower Tycoon Palmer. Then u fight him when u get 21-Win Streak, and 49-Win Streak. His pokemon on 12win streak are: Rhyperior, Dragonite, Milotic (in that order). on 49win streak are: Heatran, Regigigas, Cresselia not sure about this i played long time ago well Good Luck anyways
