@shadowluigi2401 If you play Yellow version, there's certain parts in the game where Trainers will give you Bulbasaur, Squirtle, and Charmander if your Pikachu likes you enough. So they took Red and his Pokemon including the evolved starters and put him in this game. :)

Red is supposedly mute, but has in the manga, and is capable of catching and raising rare and legendary pokemon. He has also battled the Elite Four, and as of The Fourth Generation, he can without doubt do it again.
