Before the internet, it's called illegal downloads so that people would get a slap in the face for copyright infringement where you can upload or download a movie from many file sharing sites and it will get into trouble for using copyrighted material without permission. SOPA is the organization for stop piracy on the internet. Blame SOPA and the US government.
From what I gather from Buena Vista Home Video releases I've seen over the years, the red ones are from 80s-90s rental versions and the green ones are from the retail versions.
