this is a stepping pace. it is a cross between a run walk and a pace. if the hore was collected a little more he would square up and be doing the run walk
Has the head nod. Looks like a running walk. The hind foot hits the ground just before the front foot on the same side. If it was a pace the rear and front foot would hit the ground at the same time.
In the realtime as well as slo-mo, it's plain that a good bit of the horse's gait is the PACE... by definition as I understand it, a PACE is when the legs on the same side of the horse move forward while both legs on the other side of the horse move in the opposite direction, RIGHT? So this gait might be a STEPPING PACE? The rider does look pretty motionless, so the horse's gait (whatever it is!) must be pretty smooth...
Icelandic Horses are not the only breed that tolt, which is the icelandic word for "rack". Many breeds do the same gait, naturally, without the forced frame.
at times he's actually doing a nice running walk... watch the head nod and the tail dock... when the head nod stops the tail dock gets more "jig" to it as he morphs toward the saddle rack. Early when he lowers the head, the headnod gets more definite and the backend quiets with a smoother stride and his timing gets more even. As he gets even more tension in his topline he goes almost to a full step-pace by the finish. This horse could have a very nice running walk if asked for it.
he looks good.

foxtrot, back foot strikes right before front foot. In a pace they strike at exactly the same moment, making the stride lofty and uncomfortable.

Looks like a running walk that goes in and out of being pacey.

I would't call it tölt, only icelandic horses do that. But running walk i would say :)
