The reason you can't kill makarov in the beginning is because you're supposed to get as much info from him as possible. That's the purpose for the mission where you protect the DSM to get intel.

Nice hd... btw, my opinion of the story is that Mackarov wants to start WWIII by doing the whole No Russian mission and if you killed right away, then you would not have killed all those civilians but you would not see Cpt. Price (spoiler) at the end and the game would have no point...yeah nice vid though
