The Aral sea can be restored to it's actual size when it was in 1950s-60s in just 20 or 25 years by building two big canals from Volga and Ob-Irtysh rivers, but it costs big money about $30 or $50 billion. But that solution solves 2 no 3 problems at one time. 1- restoring the Aral sea, 2- decreasing water level of Caspian sea which is becoming more dangerous for Caspian cities, 3- stop melting the ice in the Arctic ocean.

I think they could restore the sea. Uzbekistan would need to put dams into place (for irrigation) and with proper management water could fill the Aral sea once again. A desalinization plant at that seaside city could help remove the salt and toxins from the water... But all this would take 50+ years easily.

You have your facts wrong. The Russians started farming cotton commercially in the Fergana Valley in the 1800's because the American civil war was depriving the Russian mills of cotton. They chose Uzbekistan because the cotton plant is native to the Fergana Valley - so you are also wrong about the land not being suited for cotton. The Soviets introduced massive and irresponsible levels of irrigation, and that is causing the environmental damage, not cotton per se. It could have been any crop.
