Friedman's comparison between government and technology makes no sense. Institutions which have existed for a long time and more or less get the job done show that they work, not that they have become obsolete. Hans-Hermann Hoppe even argues that from his libertarian perspective, we might have made a mistake by abandoning monarchy, definitely an ancient form of government, in favor of the allegedly more "modern" form of democracy.
