Well, Budapest's 4/6 has 10,000 passengers per hour per direction in peak hours. Yes, that's an hourly value in just one direction - in a whole day, counting weaker hours, altogether about 200,000 passengers use these lines. I really doubt your tram has such a large utilization.
This traffic just can't be served with trams having too much seats; the stops have limited length, and trams are following each other at every change of traffic lights, so more dense headways are not an option.
The seats are so badly arranged. The tram in my city has 88 seats and is 34M long. This tram is 52(?)M long and only has 54 seats.

Well it did have much smaller traffic but over the years its started to get unbearably crowded.
