  • @rexitito The hoop rotates back on itself as it skids accross the floor, until it gains enough friction to start pulling back. It's called backspin. Try it with a coin or small ball by pushing down on the top and letting it shoot out from under your finger

  • Only when the objects are not moving outward are the two forces equal.

  • "centrifugal" force is not a "real" force in the terms you are firmilar with. The centrifugal force is inside the rotating reference frame of the rotating body so it does not actually produce an effect like that of centripital force.
