that's definitely Nels. This is a song of their newest album (Sky Blue Sky) and Jay has unfortunately been gone since right before Yankee Hotel Foxtrot came out.
Tweedy is really underrated as a lead guitarist, too (if you didn't know, he plays the bulk of the guitar solo here). He's sloppy, but he's got some really interesting phrasing in the way he solos. I really dig it. It's more feel than technique with him.
It's hard to tell from the video quality, but it's Nels Cline playing the lead part of the solo with Tweedy and Sansone providing some additional guitar shadings. Listen to all the bent notes in the solo -- Nels' Jazzmaster has a tremolo and Tweedy's Les Paul doesn't, so it has to be Nels. You're right though, when Tweedy does play lead guitar he's usually very effective.

It was Tweedy's solo on Spiders, he played all the solos on AGIB. Nels didn't join the band until the following tour.

watched the dvd from the album, it was awesome. the whole album is really allman bros, this song just has one of the best solos.

This song is brilliant. Nels Cline is great! Being such a virtuose, I think he tends to be quite economic. He knows when not to play.
And, I don't know why, I just love the name of the song.
