I think Fozzie's jokes don't work because he breaks every rule of comedy. For example, you don't 'chuck' a pie, you place it and never laugh at your own jokes immediately after you've told them.

I would have to say that Fonzie's jokes were 3rd class as Gonzo said, but near the end they were 1st class.
