@starlightdraik saruman was still the white, meaning he was the head of the counsel and had more power, Gandalf is then killed by the Balrog but sent back by the Valar (gods), when he is sent back he is made head of the counsel, and Saruman loses his color (rank), Gandalf then expels Saruman from the counsil by breaking his staff, and he is left being little more than some old guy (not a maia anymore, maia means minor god, the wizards were sent by the gods to give counsel).
