No your all wrong, what happens is that the low temps within the tunnel freeze's the water coming in above the tunnel roof small droplets and causing black ice on the tarmac below which you cannot see, I know this because its well known when entering this tunnel there are warning signs telling drivers of black ice and to reduce speed when travling in.
