When charters have private boards and are exempt from public & labor regulations & laws,
and can manipulate who they can accept, then they are private. When Harlem Success Academy Director Moskowitz pays herself a $370K Salary without public input [or a Brooklyn Charter Director a $700K salary] then the public would have been able
to indict these charter-operators for super-grand larceny if charters had not been exempted from public laws and oversight.

Charter Schools are only "public" schools in 2 ways:
1. They receive public money from the state's and city's already limited education pots.
2. City children attend free of tuition costs.

First, Charter schools are public schools. Second, There are 400 kids at PS 197 in a school built for 1,000
Third, DOE's elimination of 6th grade elementary programs is occurring all over the city,
Fourth, I'm sure there were public hearings on the subject, I wonder if these people showed up then
