I'd have to disagree...I lived in the south (Saigon), which is a much better city than Hanoi. That said, Hue is nicer than both. I actually really don't like Hanoi.

The average Saigon person isn't as wealthy as the average American, but they're doing ok. They have the internet, a motorcycle, a place to stay and so on. The thing about Vietnam is that luxury goods are almost impossible to realistically get. But the necessities are accessible.
