We actually had a HK militia during the Brits' time made up of entirely of ethnic Chinese Hkers. I guess this so called "motherland" don't trust them and force the Brits to disbanded them prior to taking HK. If war did happen, I do not expect PLA will protect civilians but just the interests in the party and if HK would have an open revolt, it will not too hard to assemble a rebel forces, after all if that happens, other parts of China probably is already revolting.
