If you do not have musical talent and you try to make music, you make noise, not music.

Billy Corgan does not scream into a microphone like many rock singers over the years, many of his songs are melodic. But I for one would rather listen to Ke$ha than many of the rock "singers" that DO simply yell into their microphones. If you don't call their style of rock "noise", I don't know what is... Personally, I like both Ke$ha and the Pumpkins. @TheNineinchsnails is right.
