Actually, if you remember the cutscene from Halo 2, there have been many different Arbiters before the one that befrieded MC. Arbiters were basically the Prophets personal soldiers, often sent on suicide missions for them. So no, Forge killed the Arbiter, before the Arbiter you were referring too.

He's right, also the armor is custom made for each one, the runes and designs show their blood lines, previous titles, and achievements. Those are entombed with them in the Mausoleum of the Arbiter.

Our Arbiter (good guy) is this bozo's successor. And, was originally the commander of the entire Sang'heli (Elite) race. But since the Chief blew the freak shit out of the first Halo, he was...ahhh...demoted and made the Arbiter.
