There are no cigarette butts on the floor because Japanese people respect each other and don't want to ruin the city for others. Unlike American cities. Sucks... I love how clean Japan was! Also, in Japan people have portable ashtrays that they hang around their necks. Japanese culture is great! LOVE IT!

Same here in germany. At the bus stop: The bus arrives and the ash trays are a part of the public garbagecolelctors whitch are everywere but people throw the cigarettes on the floor.
