Well. I can help you out with how to pick the character, but I won't pick him/her for you. :)

First of all: Are you planning to buy the costume, or make it yourself?

It's a wig I've cut and styled myself.

It's pretty easy; just make sure that the wig is the right length (you can cut it as you style it, too.), get a can of hairspray and you're set.

Spray the wig lightly with the hairsopray and ruffle the hair a bit. Now grab a lock, that you want to spike, and hold it out from the wig (this is easier if someone's wearing it and holding it in place.), and spray. It takes quite a bit of spraying for each spike. (1st part of comment.)

It takes quite a bit of spraying for each spike, but just put a little on at the time, and don't worry about your hands getting all sticky, it's almost impossible to avoid anyway. You will need to keep holding the lock of hair, until it's dry enough to be stiff even when you let go, which is also why you have to be careful when spraying; if you just make it all wet with hairspray, it'll take a great while before it dries up, so be careful with that. (2nd part of comment.)

When the spike is dry, you spray the end a bit and make sure it doesn't floss by tugging the end a bit. (sorry for my english; I'm not from US.) It's a good idea to start from the top, and then moving down as the spikes are formed. Also; be sure to make them a bit thick, too small strands of hair are very hard to get to spike by itself. And don't count on it to look like it does in the anime; it's incredibly hard to make spikes that points right into the air from the top of your head. (3rd part)

When you're done , and is content with the look of it; Just spray lightly all over it, to make the spikes completely stiff. -And be sure to not just leave it in places where it might get squished; you'll have to redo all of it once it's been damaged, and it's a pain in the ass having to remove all of the hair spray.

-I hope this helps. And of course; if you're planning to style your own hair, the same thing counts, you'll just have to get someone else to do it for you.
