I do no understand giving the Holy Spirit permission to speak to me in order to know. I can know the will of God:

2 Peter 1:19 We have also a more sure word of prophecy; whereunto ye do well that ye take heed, as unto a light that shineth in a dark place, until the day dawn, and the day star arise in your hearts: 20 Knowing this first, that no prophecy of the scripture is of any private interpretation.

Romans 12:2 ..that ye may prove what is that good, and acceptable, and perfect, will of God.

There is no given permission...the Holy spirt is a free gift that is just recieved by faith.... like all things in the new covenant.Jesus said "let it be according to your faith in all things".
