Kelly Kelly may not be the best wrestler, but she's proven herself more several times over and over again, by being the best and being humiliated by WWE. Finally she's earn her right to the butterfly title. Gail Kim on the other hand is a great wrestler with high experience, but unlike her time in TNA where she was at the top, in a place like WWE just isn't the place for her anymore, which is why she is shown more as a valet. I sill love her though.
