When you complete a level, you'll save half of the profit to purchase shops and attractions.
Superstar goal in Evans Bakery Level 1 and 2 are $100 and $85, so if you reached superstar goal in these levels then you'll save at least $63.
If you failed to earn $69, try again or play other levels.
If not, it's just a glitch.
