The nature of popping allows you to hit any beat, regardless of ticking/gliding/waving/tutting­/strobing.

As for locking, you have to hit the 2/4. Otherwise your timing is off and it looks like sloppy MTV hiphop. Buy a Mr. Wiggle's video or read the many credible and reputable sources such as Electric Boogaloo.
