adobe after affects is what you usually use after editing a film..so you would use adobe premiere or sony vegas pro..then use what you have made in adobe after effects.

Its not actually that much of a work. What you have to do is buy this software called Evolution, from videocopilotDOTnet. It contains pre made flourishes and arrows, with which you could make some great clips.

And btw, if you are trying to learn after effects I again recommend videocopilotDOTnet tutorials, hosted by Andrew Kramer. Probably the most useful and interesting site you will ever come across. Ander Krammer makes everything look easy.
