ZUN didn't make this. Someone else (I have no idea who) made this as a parody of an already existing video that uses this song. Both the original video and song have nothing to do with Touhou. ZUN's name only pops up frequently in the credits as a reference to the fact that he does all of the work on his non-IaMP and SWR Touhou games on his own.
As to what the purpose of the video is, not much. Just to use one's drawing and animation skills for fun, really.
When I spoke of the original video, I was referring to the video that this particular video is based off of. This video has everything to do with Touhou, but that video does not.
