It's true, flour does actually explode. Any finely ground, flammable powder when sprayed into the air becomes highly explosive, due to the air in the system and the high surface area to volume ratio offered by the tiny particles.

The reason the flour looks explosive is because of the speed it is getting ignited. If the particles spread throughout the air, the fire leaps around at immense speed, appearing as if the flour exploded. So I believe this is true

Special forces use an improvised explosive called a dust initiator. Its where they surround a explosive incendiary mix with flour or powdered sugar so when the initial charge goes off it spreads the fine particles into the air and lights them essentially doubling the explosive power. its used to level houses and boxcars and such.

If the rocket is what exploded, then it would have spread the flour in the air. The increased surface area of flour (or even sawdust) allows for chemical reactions to happen quicker. Hence flour is suddenly flamable. But flour is not explosive.

Take an empty cardboard box, put a handful of flour inside, shake it up to mix the flour with the air inside, then throw it onto a flame. (don't do this, it could kill you.)

This works better with icing sugar as it has a higher energy/surface area and sugar oxides more rapidly than starch in flour.

Best way to maximise the explosion is to use a non-flaming explosive to spread the flour then ignite it rapidly.

This is the same principle the fuel-air bomb uses which is about the most powerful non-nuclear weapon known to man-kind.

its flammable because its spread around the air. the 'explosion' is caused from each flour dust catches on fire and lights nearby flour dusts on fire. when packed together it doesn't blow up like this.
