Check out the youtube video showing the speed test (not the competition) of lillee and thomson. Both have elbow angles (in their case, probably due to hyperextension rather than actual throwing) that exceed 20 degrees. The angle is easy to calculate because the video is shot in front of a wall with a matrix pattern.
@ihamoitc2005 hyperextension is an interesting topic but the icc is very clear in stating that the law only governs normal extension of the elbow joint, not hyperextension, abduction or adduction.
As an Indian, I was disappointed by Bedi's sniping comments about Murali's action.
Bedi probably had the best action amongst all spinners, but he was a bitter man post retirement. [not forgetting his jealousy of Gavaskar when they played together!].
In an Indian program called 'Match ka mujrim'- essentially a post mortem analsysis of games, he used to criticise every bowler mercilessly and none of them were constructive.
Murali, Warney and Chandra were the 3 best spinners I have seen in 40 yrs.
The irony in all of this is that Bedi himself was a clear chucker. Simply pause the video when his arm is vertical (just before release) and you'll see that the forearm is perpendicular to the ground but the upper arm (shoulder to elbow) is not. Looks like a 10-12 degree angle.

When he's on the field, he bends his arm heaps more, to get the maximum spin. Try it in real life some time, the more you chuck the more off spin you can get.

1) Murali bent his arm by about 15 degrees, so the ICC had to TRIPLE the legal bend to legitimise his chucking.
2) Murali made more of an effort to bowl properly during the university studies, but in real games he chucks to his heart's content.
3) Other bowlers simply don't chuck as much, especially not spinners, who have no excuse!
4) Sri Lanka's #1 player is Jayasuriya, a great batsman who plays by the rules instead of chucking.
