The dicision "no foul" was correct, since this shot was so close, that it was almost impossible to tell without having a slow-motion replay like we do. If the ref would've seen the foul, it would've been a correct decision. But if it's that hard to tell and you're in doubt, you have to decide on no foul.

It would be easier to judge if you showed the entire shot. Did the cue ball travel along the tangent line of the 3-ball or the 9-ball after contact? That will give you the answer to whether the hit was good or not.
You can also tell by the way the cueball continues its path. Check youtube for a referee-quiz. Its a quiz with all kinds of problems like this and how to conclude whether this was a foul.

The 9 ball took the trajectory it should have, if the cue ball impacted the 3 first and then caromed into it.... i see no foul here.

Bustamante vs. Peach. Bustamante is on the hill and gets bad position on the 3 ball. He has to kick at it. What you don't see is that after he kicks at the 3 ball he actually makes the nine. He thought he won. The ref(s)reviewed the hit a million times before ruling it a foul. In my opinion it was a foul. I see the 9 ball moving before the 3 ball. Peach gets ball in hand and goes on to win the match. I believe it happened in the Phillipines. The crowd was really roudy after that call.
