The X in this case means that that bit isn't actually "official" runway, that starts beyond the white line, same with the overrun at the other end. You get the same marking on disused runways. Can't say I blame 'em wanting every inch they could squeeze . . .

The way i know it, the X means its not an active runway... but what im not sure.

the "X" is because the Saba's Airport is restricted to commercial aviation. then, only smaller planes can operate in this airport. (if my english is wrong, sorry. I'm brazilian)

At this airport the X means that You could not touch down in that area of the runway but further.

Those part of the runway are extension of the old one and is a bit softer. Those areas only serves as an extra runway length for takeoff or a bit more space for braking.
