Is the "use it or lose it" policy, directed towards revamping the highway and road systems, not a breach of our states' rights? The Constitution allows for an insulation between Federal and States Rights so states can decide where and how to spend their funds, along with avoiding overbearing and inapplicable legislation. I agree that we need to create jobs in order to stimulate the economy, yet I believe that it should be left to states to decide what sector of its economy needs the funds.

FDR, struggled for 8 years with an economic depression that was not as bad as the one we face today.The problem is an oil based econemy. I urge you to convert our nation to hydrogen. It isn't capitalism that failed its the government intervention that caused these problems there was no economic crisis's to the scale of this before the creation of the Federal reserve, the Fed is not a government branch government has no power over it. The failure is in government to protect the intrest of the people, instead of protecting big business and money. Just look at how Monsanto controls agriculture. No farmers make money just corporations.

Changing light bulbs by giving a government employee a job for 100k a year to change those light bulbs is not going to solve the government spending problem. Put solar panels on all government buildings, solar panels on all street lights, energy efficient emergency vehicles, let the automotive industry fail, get convicts to pay for the electricity and food given to them everyday by putting the to work on the streets and infrastructure. just some ideas.
