Because Soyuz is 40 years old and is limited to three passengers. Orion is based on Apollo (also extremely safe and reliable) but is updated to include standard seating for 4 (6 for LEO) and a lot of extended trans-orbital functions Soyuz simply can't do. I think Orion is supposed to run for 21 days on it's own power (50% more than the shuttles and more than Soyuz). This craft is designed for LEO, Moon missions, and possibly Mars.
@Kamakiriad66 Orion only holds 4 passengers and will not be as safe as Soyuz. Simply because Orion will be strapped on a rocket with Solid rocket fuel. The safest rocket in the world is Dragon. Dragon holds 7 people, has escape ability all the way to orbit, and has better heat sheild.
WHEN WILL WE GO AGAIN? We need another lunar mission.
