The developers stuff is not cheat, but all the stuff he has at this point IS. You cannot get any skull that early in the game, or be that high lvl.

@WinterizedGhillie Id say the game is very good at the customization and fighting for a survival not the best but good but being able to play through more than once is difficult since not a lot changes if you played and enjoyed borderlands then you will probably enjoy this. The story isnt bad but not the best ever hope this helped :)

GUYS ITS NOT A CHEAT. You need to find the brown skull by going to the russian guy bunker and take the sewer looking thing.You'll be at a other bunker where you kill a few zombies and look for the skull.then on the beach the big rock with blanks on it.climb up there and then at the top there is a flag with a arrow pointing at and put the skull there and then you'll get a mod saying how to make it OKAY.
