He could have just used Amaterasu from the beggining and end the fight in the first second. His near deaths vs Bee tought him to not take any chances vs future opponents, since he is seen using Susanoo excesively vs the Kages and Danzo.

Against Killer Bee, Bee had no more "will" to fight, and he got a team support, being healed 2 times, saved a lot, and you can see fear in his eye alot of times.

Against Raikage, he used Amaterasu and Susanoo, and got Susanoo armor broken, and almost dead, saved by gaara.

The only point goes against the old crazy Danzo...

Sasuke FORCED Itachi into using Sasuno'o with Kirin. Itachi himself admitted that if he didn't use Sasuno'o Kirin would have killed him without a doubt.

Raikage is debatable, The Raikage had to sacrifice limbs just to hit Sasuke once he used his Blaze style jutsu.
