I had two sources. Wikipedia says he was at the Guthrie and at Caroline's in 1983. Also online I found an entry on MSN from somone who said he had attended the Guthrie show in 1983. I got July from the references in the interview to July 4th. It's certainly not 1993; this set is from 1982-85 and Pee Wee wasn't, of course, performing in 1993; he was still laying low after his 1991 arrest.
I found other clips of Pee Wee on Letterman here on youtube, and, by process of elimination, this clip has to be July 1983. His first appearance on Letterman was in September, 1982, so that rules out July of 82 as a possibility. There's also an appearance from June, 1984, that gives his itinerary from that year; the Guthrie isn't included. And if this clip had been from 1985, Pee Wee would have mentioned his movie, which came out in August of that year.
