How do I perform that "Juice Kick" or really fast Hurricane Kick?

Hanayama's Ryu has some nice tricks. At 1:21 he puts ARG in crouching blockstun then walks forward as if he is going for an overhead. He waited for ARG to block high and then hit him with a 2-in-1 low forward to red fireball to score a knockdown for even more pressure. At 1:40 he does a juice kick to get right next to ARG, ARG tries to counter throw, but Hanayama has already committed to a hurricane kick and wins that situation easily.
