While this may not seem very seizure-like for most people, please keep in mind that in Japan there is generally (not always) a small amount of room, causing the kids to sit extremely close to the television. Not only that, but to be watching an entire episode while suddently seeing bright flashes like that will be more effective then a small cut clips with horrid video quality and a warning of the content in advance.
