Yes. He DOES give you furniture. All you gotta do is bring some shells from the beach. (Although, he'll take 1 shell from you.) He'll give you a furniture if you bring him a certain shell. Don't talk to him if you don't have any shells in your pocket, or he'll do same thing in the video you've posted.
he only gives you items if you give him a scallop. (found on the beach, they are somewhat rare)
