The HFC is responsible for all search and rescue during emergencies (including shipping units out to Turkey and Haiti after the earthquakes), everything dealing with cleaning the environment after an atomic/biological/chemical attack, and they are responsible for teaching civilians what to do during these events. Everything having to do with civilians and their safety is the HFC's responsibility.

@caw5566 There are several units in the Home Front Command - some are combat and some not. those guys are combat.
