I don't know if it's too late but you could also consider using the Portable Capstan WInches (either the PCW5000 or PCH1000). You can see these products by typing PCw5000 or PCH1000 on YouTube.
there isn't much that could go wrong if the ATV came off the stand the pull line is routed to the hitch then to the capstan on the wheel it would drop and with the low rpm probably go nowhere but if it did a snail could catch it and if any thing snared in the capstan it would bog the motor down till it died very easily
No way it saved 6 -8 hours like the guy in the vid says at the end.. I recently pulled in 15 parallel runs 4 X 80' ea of 500MCM from a transformer to a service. We had to remove the existing runs which were too short for the new transformer's buss configuration, which only took us about an hour. The actual pulls of the new 500 we started out doing 2 pulls an hour and had it up to 3 an hour by the time we finished. It took a total of 6 hours to pull all 15 new runs with a Tugger.

We provided this service for a unionized shop, so the only thing we did was save time and money. Our intent is to show an additional way of pulling your wire, cheaper, safer and with tool that can be used in many different types of applications. As for the safety, I really do appreciate your concern.
Please note that we have two different types of braking systems, greater stability with less chance of malfunction than conventional means of wire pulling. As well you control the speed of the pull and an immediate stop if any problems arise. Part of what made America great is its peoples necessity to invent better ways of doing things.

that cant handle any kind of load.. i can see the wire hanging up on something and pulling the quad off those stands. and which way are the wheels turning?? forward wich means the operator will get his shins taken out by the capstan. take the time to do it right and safe by bolting down a tugger.
We rate our system with loads up to 2000lbs, we also stablize the atv by winching off the front of the atv to something stable in this case a piece of heavy equipment. You must equalize the weight of course. We have made numerous pulls with weights up to 3200lbs without breakage or coming off the jack stand. If the wire hangs, as mentioned before you can allow the line to slip on the capstan or use the braking systems as mentioned before. We appreciate your questions!
As we are all aware it takes longer than 20 mins to set up a tugger. We can be set up and ready to pull in 15 minutes or less. Please note that with our system you can manipulate the speed to fit your requirements... you can speed up...slow down or stop the pull instantly.
