Foreign students pay the same as US citizen out-of-state students. This is done because the tuition only pays a portion of the true cost of running the university, with the rest being paid by the state, which, in turn, is funded through taxes paid by the state residents. In this way, it is only fair that those who are residents of the state should get a better rate, and that only applies to state institutions, which are historically much cheaper the private ones.

Russian "programmers" lust after US jobs because there is no Russian operating system or any Russian computing platform or any Russian IT industry to speak of. They have to come to USA like beggars and take jobs created by Americans.
