I cannot agree with you friend modern civilization did something about it until now? Here in Los Angeles, CA. we what is called Los Angeles river (dry most of the time) it is made of heavy concrete deep enough fo a ship when flooded? No matter how hard the rain falls, flooding is minimal and last very short time? Million were spent on it and rarely used? If similar system is done in there, the flood will not last a day for sure?
