i have Animal Crossing city folk and getting gold shovel is EASY as heck!you dont need cheats!heres how:

1.buy 2 shovels(youll see why)

2.bury 1 shovel(id suggest doing this on new years eve RIGHT after mid night before the celebration so its after midnight,on the day BEFORE the new years party,bury 1 shovel.and wait 24 HOURS

3.after the 24 hours,if you waited long enough,youll dig up the gold shovel!!!
