The reason cats do this is because typically they would be lying in wait and they want to lure birds to their location so they can pounce. Sad that such a "cute" action is one intended for killing prey but after all everything is intended to ruin something else's day by eating it.

Our kitty Me Me does this a lot as well.

She goes mental if there's a bird laughing at her outside the window and acts all hardcore but, really, she's terrible at catching them.
