No there was not a recession when Bush Jr. took office. With both bush's the economy was reeling when they took office and ended with tax payer funded scandals. With Bush I it was the Savings and Loan Scandals and with Bush II, as we know, well it's still happening. It's worth noting that all of Bush II's "profits" were from failed businesses that were covered by taxpayer dollars when they failed.
