i have photo shop 7.0.1 and the only way i can get a white user bar to draw on is ms paint and i am really confused is that the right way to do it cause i want to draw a pic and make it my back ground and i dont know how

You have "Snap" turned on.

You can disabled it [on CS3] by going to

"View >" and unchecking "Snap" or pressing "Shift + Control + ; "

how do you upload a animated userbar? I used photobucket and tried to upload a .jpg and a .gif file but neither of them work!

You go to a site such as UBanimator (google ubanimator), and you upload as many as 12 userbars to be animated together.

I that that's a nice idea, just that it makes them lose quality sometimes.

If you're creating an animated userbar, make sure not to use .jpg images. Use .png and they will not lose any quality!

I have not used Elements myself. Or if I have I can't remember how it is. But if it's used to make the same things then yes. Most Adobe graphics products are related to each other in the basics.
