I don't think Patten will be back because he has already retired of old age and even if he did not, China will ban him nor the British from coming back and I suspect China will not let Hong Kong go for very long time - Come 2047, Hong Kong will come under full Chinese rule when basic law expired.

More Mainlanders will come to Hong Kong and then after 2047 Communist rule will take over, taking control of police force and government.
